There is no recovery button in my account
With DVS Transferable and DVS Pro licenses, you have the ability to recover the license once a month in your account.
If you do not have access to the machine any more for whatever reason, this allows you to free the license up for use on another computer.
When you don’t have a recover option next to the license in ‘My Products’ of your account, that means the license is not currently active on any computer. In this case, you should be able to activate the license, without the need for any other action.
